Dr. Robert Weisenmiller was appointed to the California Energy Commission by Governor Arnold Schwartzenegger in January 2010, by Governor Jerry Brown in January 2011 and subsequently appointed Chair in February 2011. He fills the Engineer/Scientist position on the five-member Commission where four of the five members by law are required to hav professional training in specific areas - engineering or physical science, environmental protection, economics, and law. Chair Weisenmiller brings more than 30 years of energy experience to the Commission including expertise in electricity and gas markets and California regulatory policies. Chair Weisenmiller has served as an expert witness in more than 100 state and federal regulatory commission proceedings and has authored numerous publications on electricity and natural gas markets.
Before his appointment, Chair Weisenmiller served as co-founder of MRW & Associates. At MRW, Chair Weisenmiller's clients included energy end-users, financial institutions, gas pipelines and producers, Qualifying Facility (QF) developers, state governments, and federal agencies. He provided due diligence assistance for most of the major energy facilities in the West Coast markets and was an expert witness more than a hundred times in regulatory proceedings, civil litigation, and arbitration proceedings. Areas of expertise include utility resource planning, natural gas markets and rates, power pricing for QF projects, need for power, marginal cost analysis, revenue allocation and rate design, implications of utility mergers, and California regulatory policies.
